Razorscale

Razorscale is one of the encounters in Ulduar without two difficulty modes.

Encounter Details

Basics
HP: 12.5 million (Heroic) / 3.14 million (Normal)
Mana: None
Enrage: Unknown

There are two phases.  One while Razorscale is in the air, and another while she's on the ground.  While the exact time on Enrage is unknown, most reports indicate that you have two air phases to bring her down to the ground for good; after that it's game over.

Initially there are broken turrets around the area, as well as friendly dwarf NPCs.  Speaking with the Expedition Commander will start the event. (Screenshot: Turrets and friendly NPCs)
Air Phase
Devouring Flame
Spits a Lava Bomb at an enemy, inflicting 8788 to 10212 Fire damage.  Also deals an additional 8788 to 10212 Fire damage within 6 yards of the impact location every 1 sec. for 25 seconds.
Fireball
Inflicts 12025 to 13975 Fire damage to an enemy.
Comments: 
  • Once you start the event, the dwarves begin collecting the turrets and repairing them for use.
  • Iron Dwarf and Iron Vrykul adds spawn during this phase.
  • While Razorscale is in the air, she cannot be attacked by melee.
  • When the turrets are fixed, they're used to bring down Razorscale.  Once she's on the ground, she's stunned and you have a chance to melee her.
  • Once Razorscale reaches 50%, she lands for good and the ground phase begins.
Ground Phase
Devouring Flame
Spits a Lava Bomb at an enemy, inflicting 8788 to 10212 Fire damage.  Also deals an additional 8788 to 10212 Fire damage within 6 yards of the impact location every 1 sec. for 25 seconds.
Flame Breath
Inflicts 17500 to 22500 Fire damage to enemies in a cone in front of the caster.
Flame Buffet
Increases the Fire damage an enemy takes by 1500 for 1 min.  Dispellable; stacks to 99.
Wing Buffet
Knocks back enemies in a 35 yard radius around the caster.
Comments: Unlike the times where Razorscale is brought down by the broken turrets, in this phase she's mobile and will attack the raid.  She has a frontal cone attack as well as a 35 yard radius knockback, so make sure your tank positions her right so that you can heal while not being hit by Flame Breath or Wing Buffet.
