No it is Sargeras hence why the sound file is called Sargeras.

This won't be as disappointing as people are claiming. I think this is refreshing raid and has potential to cut down on length issues. The Alliance vs. Horde fight sounds fun, and lends more credence to my strong belief that the next expansion focuses on the Alliance vs. Horde.

I think it would be even cooler if during the Faction Champions encounter if your faction's champion tanked the (otherwise undamageable) other champion (Garrosh tanks Varian for horde and vice-versa) and you have to kill the other Alliance champions before a certain time (like make the champions give a damage buff to the other champions including the Leader, and once all champions are dead, you can work on the enemy leader) and at the very end of the encounter (like 1%), the lead champion mortally wounds yours (so either side the encounter ends in both of them dying) Of course this will never happen, but I can dream right? (as a side note, I hope they do it this way so Varian and Garrosh get to go at it like they couldn't in the Violet Citadel in the 3.1 Trailer)
But this is definitely a shot in the arm for BOTH the Horde and Alliance, losing Garrosh and Varian (arguably the most brash generals for both sides in Northrend, but also arguably two of the most successful). Thrall will have his hands full dealing with the loss, and so will Prince Anduin. And then they have to promote generals in their place for the final push. Thrall will have an easier time than Anduin (since Varok Saurfang [ YES, Saurfang] is already there and the second in command, however Anduin will become king unless there is another Regent in his place since he is 12 now correct?) Either way, this is huge Alliance vs Horde wise. But this also gets the two biggest reasons the Horde and Alliance can't work together out of the way and hopefully peace will ensue.

I honestly doubt Varian or Garrosh would fight personally here, though it would be a really interesting plot twist. Just doesn't seem right to have the Alliance losing their main leader that has been around only for this expansion. On the other hand, it could lead to an even more interesting situation, but since Tirion, Thrall and Jaina are also watching the fight, I doubt they would just let Garrosh or Varian die. To the poster above, I think Anduin is already 14 - 15 if we take into account he was 10 when WoW started.
Also, remember it seems Varimathras is there, somewhere. The question is, disguised as whom?

The "Mystery" Sargeras voice at the end of the sound clips is from the horde side of the Battle of Undercity quest. When Varimathras is summoning Sargeras and is defeated. So it has nothing to do with 3.2 or the new raid.

Didn't knew, never did the Battle for Undercity questline with an horde character. This should also be specified in the frontpage. Anyway, after listening to the audio files, it seems both Varian and Garrosh are still alive after the twin val'kyr are defeated.

But that's in their faction's version of the encounter. It would be really weird for them to both be alive even though one of them was killed in the arena. But definitely Blizz territory bringing people back 'till the character finally dies of old age (lol).
