There is no way it is Putress and it would make no sense. Putress died in Undercity and had his body desecrated and head removed by Varian (you really think Sylvanas or the Kor'kron just dumped the body?). How would Putress' body then be taken out of a heavily locked down city by anyone and then somehow be transported to Northrend.
Just accept it, Putress is a Scourge scientist who is not related to anyone we know and there is no secret to who he is and his model more matches the other Scourge scientist.
